Mix all the ingredients together except for the vegetable oil.
Add a bit of water to make dough. Divide the dough into 2 parts. Flatten out each dough into a round roti or tortilla. Then roll from one end to the other to form a long roll. Repeat for the other dough portion.
Steam these rolls for 5 minutes in a steamer.
Allow to cool. Cut the rolls into round shapes.
Heat a deep frying pan with vegetable oil, and deep fry the round slices.
