Mix atta, sugar and cardamom powder in milk and make a batter. Keep it aside for 10 minutes.
In a pan, reduce milk till it starts thickening, add sugar and cook for 2 more minutes. Set aside and let it cool.
Heat a frying pan/griddle, pour the batter in the center and make it a thick 'dosa' type pooda. Cook it both the sides by brushing with ghee. Put rabri in the center of pooda, serve hot pooda with cold rabri.
